B6 Orlando Sentinel SUNDAY, Deaths As the oldest child of North Carolina sharecroppers, Earline Bryant McCauley Harper knew life could be hard. But she relished play, too. She was a tomboy who loved sports and cars, and even knew how to take apart an engine. In an era when few women dared to fly, she earned a license. Harperdied Sept.

Born June23, 1924, to Samuel Earl Bryant and Et- tieMargaret Bryant in North Carolina, Earline Bryant studied secretarial science after graduating from high school. Armed with her new skills, she went to Washington and worked for the U.S. Census Bureau after World WarII broke out.

Within two years, however, she returned home to help her parents on theirtobacco farm after her brother went to war. In nearby Durham, N.C., she landed a job at a photography studio where the pho- tographers regularly took aerial photos. Earline talked them into teaching her to fly, and she soon earned a license. Once, she even flew a Piper Cub over her farm, buzzing her parents as they worked in the fields. was recalled daughterKaren Thompson.

Harper married three times and had four children. She spent most of her adult life in Durham, working as a clerk at Duke University and Duke University Hospital. In 1977, at age 53, she and her youngest child, Thompson, moved to Orlando. Harper worked as a billing clerk at Montgomery Ward department storeandthen as a manager of several retail stores in Pine Hills before retiring in 1989. She lived with Thompson and her husband, Greg, in Sorrento.

But Harper never gave up playing. She played darts in league into her 70s and continued her playfulness while baby-sitting her granddaughterZe- na. was a Thompson said. could throw a baseball and, believe me, Mama did not throw like agirl. She could still turn a cartwheel until two years ago.

Deaths in Central Florida But now, when time to start paying bills, credit markets are revenues are drying up. This affect construction of the Magic arena, which always was the priority among politicians if not the public. But the performing-arts center and Citrus Bowl could be in jeopardy, as well as the city budget. The biggest problem is with the resort tax. At the end of every year, Orange County counts up the money that it brings in.

The county keeps what it needs to pay off the convention center, the visitorsbu- reau and a long list of other items ranging from the Florida Classic to the downtown history center. Whatever is left goes to the city to pay for the arts center and Citrus Bowl. This year, the county will hand over about $9million. But there is no guarantee the city will get money the next year or the year after that. If the resort tax takes a dive, everybody does not share the pain.

Orlando gets all the pain because it is cut off completely before any of the priorities lose a dime. Orange Mayor Rich Crotty left Buddy hanging out on a very thin limb when they inked this deal. And looking thinner by the day as resort-tax revenues have begun plunging at a rate not seen since 9-11. Back then, it crashed 12percent in one year, a number that is not out of the realm for the coming year. This shows the vulnerability of the tax.

Now imagine if the city sold bonds and planned to usethe tax to pay them off. And then there was aprolonged tourism slump, leaving Orlando with massive debt. The other big money source is the downtown taxing district. But that is flattening out and may even decline a bit as condo sales crash and construction wanes. But the city says itstill can sell $150million in construction bonds for the venues within six months, as well as pay for various incentives and myriad other infrastructure, a commuter-rail station, rent subsidies for failing businesses on West Church Street and a $25mil- lion reserve for the venues.

This comes as the city just raised its property-tax rate almost 15percent to help close a budget shortfall. Meanwhile, next year will be the worst in memory for government budgets as property values plunge, lowering assessments and revenues. On top of this, the city has taken out a $100million variable-rate loan to provide more money for the venues. The city is paying only the plans to pay off the principal when the venues are finished and property surrounding the current Magic arena is sold. But that land be worth $100million any time soon in this market.

And these are by no means the only riskson the table. The funding assumptions for the performing-arts center include $23million in donations that been raised yet. And, of course, there will be the inevitable cost overruns. Acautious man might put the Citrus Bowl on hold until the arts center is finished. But nobody ever accused Buddy of being cautious.

Wayne was also a proud member of Mensa.

Wayne is survived by his wife, Judie, daughter Kim Gray of Tampa, and granddaughter Kristina of Georgia; two brothers, Tom Gray of Chicago and Frank Robey of Ohio, two sisters Randi Smarsh and Cindy Davis, both of Ohio. An accomplished jazz pianist even as a young girl, Frances was invited to play on Tennessee riverboats and for church revivals during the until the Great Depression, became a champion swimmer despite juvenile rheumatoid arthritis, and showed five-gaited horses in competition. She was also an expert marksman and loved ballroom dancing.

A straight A student, she trained as a laboratory technician in Chicago and then worked at Oak Ridge, Tennessee during World War II in a laboratory that was part of the Manhattan Project. After moving to College Park following the War, she continued to work in the medical field, volunteered as a Gray Lady at Princeton Elementary School, and later managed the office of an orthopedic surgeon for twenty years. Living adjacent to Dubsdread Golf Course, she became an accomplished golfer and played in many local golf events in the 1940s and 50s. Although widowed in 1973, she still assisted her son to graduate from college and then law school, and provided unflagging encouragement to him during his career as a lawyer and county court judge. Her loving babysitting even through her eighties, and patient listening until her death, made her beloved by her son and daughter-in- law, grandchildren, and all who had the privilege to know her.

A memorial service will be held on Tuesday, October 7, 2008, at 11AM, at the First United Methodist Church of Winter Park, 125 N. Interlachen Avenue, Winter Park.
